Vijay's TN Government Faces First Poll Test

Actor-politician C. Joseph Vijay was sworn in as Chief Minister of Tamil Nadu days after the Prime Minister Narendra Modi inaugurated and laid foundation stones of development projects worth ₹5,650 crore across the State. The TVK government led by him is now likely to get its first opportunity to test its resolve in by-elections scheduled on October 6 in two Assembly constituencies.

A New Government's Baptism by Ballot

With the formation of new Tamil Nadu government under the leadership of Chief Minister C. Joseph Vijay, founder of the Tamilaga Vettri Kazhagam (TVK), the political equation in the state has changed drastically.

Vijay was sworn in as Chief Minister of Tamil Nadu on Monday (September 7) as the new government was formed, and the administration will hit the voters with its first test next week through by-elections on October 6 in Madurantakam and Dharapuram Assembly seats.

Modi's Infrastructure Sweep

The Centre at the same time was moving into a big infrastructure spree in the state. The Prime Minister Narendra Modi was expected to inaugurate and lay the foundation stone of development initiatives worth ₹5,650 crore in various sectors to enhance the infrastructure and economy of Tamil Nadu.

The projects were focussed at Tiruchirappalli not on the Chennai city. The package involves a Bharat Petroleum Corporation Limited City Gas Distribution Network for the Nilgiris and Erode districts with investments of over ₹3,680 crore, and the Indian Oil Corporation's Lube Blending Plant at Manali and Chennai with an investment of ₹1,490 crore and annual capacity of 672 thousand metric tonnes.

The visit also marked the inauguration of 89 rural roads covering 370 km under the Pradhan Mantri Gram Sadak Yojana, launching of two Amrit Bharat Express trains and flagging off of five new train services, one of which was a greenfield bypass near Gangaikonda Cholapuram on NH-81.

Vijay's fragile government has been hit by the by-elections, which are a test of his parties claim to credible governance even with his popularity among the masses in the films. By-polls that are held outside of the regular election cycle are often seen as referendums on the performance of a new government, as is often the case with regard to law-and-order issues, political observers note.

A background of volatile events in Chennai

Political change hasn't been smooth. Five youths were arrested and are being detained in relation to the hacking to death of a functionary of the ruling TVK party in Besant Nagar in Chennai, which was widely criticised and led to the transfer of police officers, in a suspected revenge killing, wire reports reported. These kinds of incidents will definitely be a part of the run-up to the October by-polls.

How infrastructure can be used as a political tool

Previous statements made by Prime Minister's Office on his visits to Tamil Nadu indicate that the amount allotted to Tamil Nadu for infrastructure development has been tripled over the past 10 years, with the construction of infrastructure being at the very core of the PM's efforts to ensure a "developed India," which is the hallmark of his government's policy.

But it is yet to be seen if the electoral gains achieved by NDA in Madurantakam and Dharapuram – both of which have been competitive – will be reflected in the results.

Why It Matters

The twin events – a change in secretariat at Chennai and continued Central push for infrastructure in Tamil Nadu – reflect the layered nature of the State's politics and the way state politics and priorities can coexist with, and sometimes clash with, the priorities of the Central government in advance of the 2026 electoral cycle.

Outlook

Ahead of the Assembly by-polls, both the TVK government in the State and the BJP-led Central government are expected to increase their political visibility through project launches and law and order measures, as the main platforms for political messaging.
