In the Rajya Sabha on the second day of Monsoon session took up the Prevention of Insults to National Honour (Amendment) Bill, 2026, which seeks to make any act obstruction in the singing of the National Song ‘Vande Mataram’ or insulting it in any form would become punishable under law. Meanwhile, The Lok Sabha is scheduled to take up the Supreme Court (Number of Judges) Amendment Bill, 2026, for consideration and passing.
Opposition Demands Discussion on CJP Protest Crackdown
Leader of Opposition Rahul Gandhi along with other opposition MPs met Lok Sabha Speaker Om Birla on Tuesday July 21, 2026 and urged him to allow a discussion in the House on the “brutality unleashed” on students and the government’s “complete lack of accountability” for the examination crisis. Kharge Targets Government over NEET
Leader of Opposition Mallikarjun Kharge raised the issue of the alleged NEET paper leak and ongoing CJP protests on the first day of Monsoon session. “You have allowed me to present my views regarding this paper leak and the NEET examination scandal and educational accountability; I am speaking about the futures of lakhs of children. Thousands of students have gathered at Jantar Mantar for this cause. A Lathi charge too has taken place at the Protest site. The Government is trying to use force, suppress voices and driven them away” he said in the house.
PM Modi before Session
Before the session, Prime Minister Narendra Modi addressed the media outside Parliament and called on the Opposition to “wholeheartedly participate in proceedings of Monsoon Session”. PM Modi praised Skyroot's achievement on the launch of Vikram-1. He also addressed the situation in West Asia, a major crisis which has impacted energy security but India’s growth story remains intacted says PM Modi. Although, Ongoing Cockroach Janta Party protest was not mentioned during his remarks.
Bills for Monsoon Session
The Upper house, Rajya Sabha is scheduled to discuss the The Prevention of Insults to National Honour (Amendment) Bill, 2026, which seeks to amend the 1971 law to make the intentional insult of, or disruption during, the singing of the national song Vande Mataram a punishable offence. The Registration of Births and Deaths (Amendment) Bill, which proposes stricter provisions for delayed registration, Income Tax (Amendment) Bill, Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, are among the five new Bills listed by the government for the Monsoon Session of Parliament.
